Yang Sheng, Deputy Commissioner of the National Medical Products Administration (NMPA), stated that the government will advance the formulation and revision of laws and regulations including the Medical Devices Administration Law, compile the 2030 edition of the Chinese Pharmacopoeia, and closely monitor the safety of vaccines and VBP-selected drugs and medical devices, upgrading whole-chain, whole-process regulation.

The meeting made clear that during the 15th Five-Year Plan period, equal emphasis will be placed on regulatory compliance and development promotion. The State Administration for Market Regulation aims to fully establish a unified, standardized and efficient system for market entity entry and exit by 2030, substantially raise the level of building a quality powerhouse, and comprehensively employ means such as price enforcement and quality regulation to address "involution-style" competition.

Regarding how to comprehensively rectify "involution-style" competition, Shu Wei, Deputy Commissioner of the State Administration for Market Regulation, said during the Q&A session of the press conference that within the year, market regulation authorities have deployed a special campaign against inferior-quality and low-price practices, and as of the end of August, 29,000 cases of illegal inferior-quality and low-price practices had been investigated and handled nationwide. During the 15th Five-Year Plan period, price enforcement will be strengthened, the revision of the Price Law will be accelerated, and the revision of the Provisions on Curbing Low-Price Dumping will be studied, promoting the formation of a "1+1+N" legal framework for regulating low-price dumping; enterprises that take the lead in malicious low-price competition and disrupt production and business order will undergo cost investigations and price inspections and be dealt with strictly in accordance with the law.

In the field of drug safety, the NMPA plans to issue opinions on improving the drug safety responsibility system. Yang Sheng pointed out that whole-chain, whole-process regulation will be upgraded, focusing on areas such as clinical trials and contract manufacturing, as well as key business formats such as online sales, to carry out risk screening campaigns. At the same time, research and formulation of standards in frontier fields such as Brain-Computer Interface (BCI) will be strengthened, using standards upgrading to drive quality improvement.

To support Innovative drugs and medical devices, drug regulatory authorities will reasonably compress review and approval timelines, keep the priority testing Green channel open, shift from "patients waiting for drugs" to "drugs waiting for patients," and support the accelerated market launch of "made in China, new to the world" products.

According to previous reports by DGN, ten government departments had previously jointly issued the "15th Five-Year Plan for the Development of the Pharmaceutical Industry," setting expected targets including that by 2030, first-in-class Innovative drugs (FIC) should account for no less than 25% of global Innovative drugs, and that during the 15th Five-Year Plan period, the cumulative number of Innovative medical devices approved for market launch should be no fewer than 200.
